if you have firewall appliance no need a monitoring tool. All you have to do is to configure a traffic shaping.

Traffic shaping is not a monitoring tool but using this feature you can identify the bandwidth of each user.

For monitoring, if you are using FW appliance - there's also a daily usage logs report or executive report if you want who are those top hit users.

In addition for the monitoring tool, i believed telco ISP's provide MRTG monitoring tool for free. You can use this tool to monitor your bandwidth.(daily, weekly, monthly and yearly)
